The freeware download is supposed to contain lib files in the Bin_700, Bin_710 directories, etc... but they are all empty.

I get this link error:

fatal error LNK1104: cannot open file ’ProfUIS261md.lib’

This file doesn’t exist anywhere in the download package.

Ok, it seems you have to build it yourself (that took a lot of digging through the help file to find out, and even then it’s not clear). There aren’t any "setup" instructions that come with the zip file.

You can easily compile lib and lib files yourself using your Visual Studio. If you are using VS 2003, simply open ProfUIS_710.sln, then open the Batch Build dialog and build for example "ProfUIS DLL - Win32 MBCS Debug".
