How to force tooltip appear even those toolbar buttons have been disable.

The toolbar buttons in Prof-UIS 2.80 display tooltips even in the disabled state.

ProfUIS version 2.80 has this feature built-in (Check out Version History). So an upgrade can solve your problem.
